I was going to suggest that this could be an opportunity to shoot Anamorphic scope! Although if you don't have the budget you don't have the budget, it's just easier when it is a short to be able to shoot in something like that.
Short ends can be cheaper than you think but of course your lab costs etc remain fixed sadly.
The other possibility is shooting Super16 or even 16mm! I don't think you should rule those out at all just because most big budget movies are shot on 35. 35mm is after all just the same stuff in slightly different packaging. I think you should look into S16, The only big problem might be getting short ends or other cheap stock.
3 perf also sounds like it could definitely work out for you!
Theres another issue with 2 perf that you might want to keep in mind, and that is that if there are no 2 perf cameras around where you are, how easy will it be to get the telecine done? If there are 3 perf cameras nearby then at least you know that other people must have tried 3 perf before. The 2 perf telecine is becoming less and less of a problem, and presumably if places are set up for 3 perf they can do 2 as well but I'd just be concerned there could be issues if no-one there is shooting it.
Lastly you should maybe start thinking now about the future if you do want to shoot 2 perf as that 2 perf Kinor probably won't be sitting around there forever and when the penelope comes out there may be a bit of 2 perf mania happening.
Oh and before I go, I have to ask, do you have to have PL mount right now? Could you not maybe get an OCT19 zoom or something and use that? If you did get the 2 perf camera then you would be the only people in your market with 2 perf!
love
