BEFORE you do anything else look at the actual negative stock, see how the neg looks.
More than once I have seen a video transfer that was way off, the neg being fine, and it happens more with B&W than color because the guys doing the transfer just don't see that much B&W.

The jpeg is a still out of the avi-file I got from the transfer company.
They are using a BTS FDL 90 transfer machine that has a quiet good
reputation.
This company provided me with very good scans, but also with more
overexposed seeming scenes like this one than any other company. Only the
BW-scenes! All coloured scenes are well exposed. I really never experienced
so badly exposed footage before. I felt very firm in exposing -until I got
these BW results...

You should probably re-shoot. But even so, you need to find out what
caused this effect so as to avoid it. How was the jpeg image made? Was
it printed at a "normal" light or not? I agree with Dan--go back to the
negative and see if
there are any clues there. If it's fresh stock and
it's that grainy, underexposure would be a likely cause.
