That's a tough call. I mean, what is the value of the lens to you? It certainly is unusual. I've never seen one for sale before, and ultra wides in OCT19 mount are extremely rare. So maybe it makes up for how little you paid for your other Lomos compared to other professional cine lenses? 
 
Take a look through the archives here. I think it was Dan Cordle who provided a link to a lens coating/repair shop Colorado, IIRC. I have a few lenses with cement/coating issues and I was going to check them out, but I haven't yet. As we all know, if you have Duclos work on it it is going to be first rate work you can count on, so that's one good thing. Olex does optical work too, so it would be well worth checking him out, though after shipping and the worry of going back and forth to Ukraine you might be better off having Duclos do it.
 
BTW, if you get it in shape and want to rent it, I may have interested clients. I only have the standard slow 18mm as my widest lens.

speed 18, and have not managed to shake a superspeed 18 from the bushes, I need

Except, according to Paul Duclos, the coatings inside the lens are seriously
degraded, 4 elements will need to be re-coated;  the cost of the job in the US
would be 1500-2000!  This to me seems vastly over the value of the lens, and I
might just return it to the seller for a refund, since she did not notice the
problems or include in her description.  (She seems unwilling to offer any money
towards repair)

Question 1:  Is anyone aware of a company in Russia who would do a job like
this, do it well, and charge less?  My friend Chris suggested Hartblei or
Olex...

Question 2:  In your opinion, have I paid close to the value of the lens, such
that it would be silly to go down the route of such a costly repair; or is it so
unusual that I would be silly not to?
