For gears made using the diametral pitch system, the PCD (pitch  
circle diameter) is # teeth / DP, whereas the diameter of the "gear  
blank", which is also the diameter of the completed gear is (# teeth  
+ 2) / DP.

(95 + 2) / 32 = 3.0313", so very likely the gear is indeed 32 DP.

32 DP gear cutters are easily available.

BUT ... you DO need to know the PA (pressure angle), for which 14.5º  
and 20º are the common standards.

It is conceivable that the gear was made using the Module system,  
which is common in metric system countries.
