What I meant ...

Long focal length lenses ... true telephotos ... inherently have the  
capability to cover 35mm, and, hence, 16mm.

Some normal and wides ... reverse telephotos ... can also cover  
those, too.

But not all normals nor wides.

And, the zooms are designed for 35mm (25-250, for example) or for  
16mm (12-120, for example).
