So in reality it probably boils down to quality control.  The  inspectors of 
say Kinor production parts were under pressure or encouraged to  pass inferior 
parts. Take a gate for example, it is machined from one solid lump  to 
pre-determined specs and when finished is inserted into a "dummy" camera body  and 
if it fits is passed as ok. If it does'nt fit it is not scrapped but hand  
finished until it fits which means it is a "one off" and will not fit anything  
else. 
 
So you could say its down to the culture of the company to see that its  
products meet the design specs so as to maintain its reputation as one of the  
leaders in that field hence more sales. If a company is not led to believe that  
they are the best then there will be a fall throughout the personnel to 
tolerate  bad workmanship.
Hence the Yugo philosophy with inbuilt rust - compliments of the  management!
 
My local cinema manager must have worked for Yugo then.
