Much of the gear I have gotten from Russia has been contained in a cloth bag sealed with a red melted plastic with the address written as you described. I assumed it was a way to seal the package to prevent tampering and get it through customs on their end. 
 
Concerning the quality of Anatoliy's stuff, my experience was a mixed bag. I bought a Konvas camera package. The photograph in the auction was not of the items I bought, my things were much less attractive. Many of the included accessories were damaged and unusable even before they were poorly packed and shipped to me. Fortunately there was not more damage in shipping.

Anatoliy had poor english the last time I purchased from him some years ago, communication was a challenge. He did send the items, rather poorly packed, lucky for me they were not damaged in shipping.  One item was in a box with a pillow case over it tied and sealed with lead, addressed with an ink pen on the white cloth of the pillow case.

To be fair I must add that the price was very reasonable, and I'm still happy with the hard to find items.
