"I was planning on marking the package "Do Not X-Ray".  Is this  safe?"

 
You will probably find that they will be inclined to X-ray it even  more.  
It will be the carrier/airline in the US who will x-ray it so make a  few 
phone calls direct to the carriers cargo dept and get a name.
 
A year ago I lost 10,000 feet of film from Canada when the lab strip  
tested it and told me it was fogged!  But during testing we found that not  all 
of it was fogged so depends how the cans are stacked on the pallet and  with 
what other type of cargo. Some say that wrapping it in cooking foil may  
help some. Since then I have bought more film from the same source and it 
turned  out fine since they put a notice on the packaging to say  " Beware Film - 
 For hospital use".
 
I was advised that film above 800 ASA would be fine. Kodak's spin on this  
is different.
