HTP should definitely be off. It's more trouble than it's worth. I find it best just using Neutral with all the other stuff turned off.

I did some more testing last night and this morning (have a shoot with a new client tomorrow that wants a "Holiday" look). Anyway, I found out that there's a lot of weird vertical stripes in the video image and other weird artifacts when Highlight Tone Priority is on. I turned it off and they seem to go away. Anyway, your camera might not have these issues, so be sure to test it before you shoot anything pro with those settings. Hopefully Canon will fix this issue soon...
