Yes, low light is definitely better, but only for news or anything where you can't light. I don't think it's acceptable for production. I find anything over ISO 800 on the 7D to be unacceptable for production but ISO 800 is already a dream compared to HD cameras and film. So I would have to see some better tests to see if the extra low light capability of the 1D4 would be something for me. The short film by  Vincent LaForet looks ok for what it is, but not good enough that I would shoot a feature that way.
  About  improved handling of rolling shutter, isn't it too early too tell? What is your source?

I will definitely get a 7D mainly for my Lomos, ( 18, 20, 35, 50, 75mm), but I'm pretty sold on the low light capabilities of the 1DmkIV, it's better noise profile, plus it's vastly improved handling of rolling shutter.
